<p><P>PROBLEM TO BE SOLVED: To enhance maintainability and reliability by reducing a loss of a function and by limiting a trouble range even when a circuit device is partially troubled. <P>SOLUTION: LPRM values output from a plurality of local power computing devices 400 are input into an average computing part 501 to find an APRM value, and a power output of a nuclear reactor is monitored by monitoring the LPRM values and the APRM value.
