Disclosed is a controller capable of preventing illicit actions by card manufacturers. The controller comprises a controller key storage unit (511), which retains a controller key that is previously generated by a controller manufacturing device; a decryption unit (522) that receives encrypted media key information wherein a media key that is generated by an authorized key publishing agent is encrypted by the key publishing agent using the controller key, and decrypts the encrypted key thus received with the controller key; and an encryption unit (526) that employs a unique key that is specific to the controller to re-encrypt the decrypted media key.
