The device has a metal profile (3) arranged longitudinally in a prestressed concrete sleeper (1). An insert bolt (4) is guided in the metal profile, and is equipped with a screw (4') provided with a head (4'') i.e. broad head. A nut (4''') presses a saddle, a fastener and an insulator on a rail in a locking position. The metal profile is provided with a rectangular cross section. The large dimension of the head extends in longitudinal direction in a guide of the metal profile, and provides anti-rotation function with respect to the metal profile. The screw is made of half-hard or hard steel. The metal profile is made of soft type steel.
