The device has a cylindrical container (2) provided with a dispensing orifice (4) and a suction cup (3) formed on the container so that the dispensing orifice is emerged from a chamber formed by the suction cup. The suction cup is placed against a keratinous material. A selective closing unit selectively closes the dispensing orifice in response to an actuating command exerted on one of the container or the suction cup to be passed from a closed configuration to an open configuration for dispensing cosmetic composition. An independent claim is also included for a cosmetic composition applying method.
