Disclosed is a photoelectric conversion element that has high conversion efficiency and that furthermore has excellent durability. Further disclosed is photoelectrochemical cell. In the photoelectric conversion element, which comprises a layered structure containing a counter electrode, a charge-transfer body, and a photosensitive body-which has a porous semiconductor microparticle layer to which a pigment is adsorbed-on a conductive support body, the aforementioned pigment has a structure represented by the belowmentioned general formula (1), and the aforementioned charge-transfer body has an electrolyte composition containing a heterocyclic quaternary salt compound. (In the general formula (1), X represents a non-metallic atom group necessary for bonding with a benzene ring, forming a seven-membered nitrogen-containing heterocycle. Y represents a pigment residue, and n represents an integer that is at least 1. Z represents a substituent group, and m represents 0 or a positive integer. When m is at least 2, Z may be the same or different. R1 represents a hydrogen atom, an aliphatic group, an aromatic group, or a heterocyclic group bonded with a carbon atom.
