PROBLEM TO BE SOLVED: To provide an image data preparing device, an image forming apparatus and an image forming method, wherein an increase in width of a linear graphic element by an edge effect is corrected, and the width of the linear graphic element in a toner image is made to be a desired width. SOLUTION: A data correction part 72 of the image forming apparatus 1 is configured to demarcate one graphic element group from graphic element groups in an image of original pattern data (step S102), recognize the outline of the one graphic element group that has been demarcated (step S105), determine a relationship of the one graphic element group whether the long side or the short side of the graphic element, which is positioned within a predetermined distance from the recognized outline, turns to the outline (step S106), calculate a correction amount based on the determination result (step S111), and then, correct the data of the graphic element (step S112).
