PROBLEM TO BE SOLVED: To provide a levee-forming machine which can ensure a sufficient offset quantity without enlarging the bent angle of a universal joint in an offset mechanism portion and is good in working balance. SOLUTION: In the levee-forming machine, a driving case having an intermediate input shaft projected on the front side orthogonal to the horizontal rotation shaft 22 of a working portion 30 is fixed and disposed to the support frame 21. An input shaft 15 placed in the laterally central portion of a mounting portion 11 is connected to the intermediate input shaft of the driving case via the universal joint 71, and the horizontal rotation shaft 22 on the mounting portion 11 side of the support frame 21 in the plan view is arranged at a place deviated in the direction lateral to the center of the input shaft 15 and deviated to the backward side from the position of the bent yoke 711 on the input shaft 15 side of the universal joint 71.
