PROBLEM TO BE SOLVED: To provide a floor heating panel capable of recognizing individual identification information with an upper part thereof covered with a floor finishing material. SOLUTION: Heating bodies 2 are arranged in a rectangular plate-shaped base material 1, and a plurality of bulk bodies E made of a ferromagnetic body or magnet are arranged in a set pattern indicating the individual identification information in the rectangular plate-shaped base material 1. Even when the floor finishing material is installed, by measuring the set pattern of the plurality of bulk bodies E from the upper face side of the floor finishing material, the individual identification information indicated by the set pattern can be recognized.
