PROBLEM TO BE SOLVED: To provide a fixing device which makes it possible to completely develop secondary color when material to be fixed is output from an image forming apparatus. SOLUTION: The fixing device 26 fixes a toner image 3 transferred to the material to be fixed 5 by using a fixing agent 6 that can dissolve or swell toner, and includes a conveying means 4 conveying the material to be fixed 5, a fixing agent imparting means 1 imparting the fixing agent 6 to the toner image 3, and a pressure means 2 applying pressure to the toner image 3 to which the fixing agent 6 is imparted. The pressure means 2 is arranged at a position R satisfying R≥T×S, where the time when variation of the surface of toner imparted by the fixing agent imparting means 1 when the pressure is applied by the pressure means 2 is 0.5μm or more is defined as T.
