<P>PROBLEM TO BE SOLVED: To provide a water-based ink composition for a ball-point pen rich in practicality, having excellent drying resistance in an ink composition containing a large amount of a pigment and persistently forming a good script, and to provide a ball-point pen refill and the ball-point pen using the ink composition. <P>SOLUTION: The water-based ink composition 6 for the ball-point pen includes: at least the pigment; water; a shear viscosity reduction imparting agent; and a saccharide mixture containing ≥30 mass% of an octose or higher starch saccharified material and/or a reduced substance thereof, and the pigment is contained in an amount of 10-50 mass% in the total amount of the ink composition without containing a glycolic water-soluble organic solvent.
