PROBLEM TO BE SOLVED: To provide an apparatus for measuring and conveying a fluid material containing fiber in which even a pump other than a constant capacity type pump is used to reduce a cost and the measurement of the quantity to be supplied is available, and also to provide a method of manufacturing a polymer composite cement plate using the same. SOLUTION: The apparatus for measuring and conveying the fluid material is equipped with: a storage tank 10 storing the fluid material containing fiber; a conveying part 20 for conveying the fluid material containing fiber; a delivery means 30 for conveying the fluid material containing fiber supplied from the storage tank 10 to the conveying part 20; and a weight measuring means 40 for measuring the total weight of the storage tank 10, the conveying part 20, the delivery means 30 and the fluid material containing fiber which remains therein.
