PROBLEM TO BE SOLVED: To avoid congestion by accurately predicting traffic occurring in a radio section. SOLUTION: Terminal stations under a radio base station itself are classified into a first group, namely a group of existing terminal stations in the service zone of the radio base station, and a second group, namely a group of non-existing terminal stations in the service zone of the radio base station. Each of the amount of traffic generated by a terminal station belonging to the first group and the amount of traffic generated by a terminal station belonging to the second group, is predicted. A value which is obtained by subjecting the predicted amount of traffic to weighted mean, is calculated as the next traffic. When the calculated next traffic is not less than a prescribed upper limit, a traffic level is changed from a present-state value to a traffic level, where transmission regulations of the terminal station are strengthened. When the next traffic is not larger than a prescribed lower limit, the traffic level is changed from the present-state value to a traffic level, where the transmission regulations of the terminal station are weakened.
