PROBLEM TO BE SOLVED: To provide packing under a ground sill, which dispenses with the formation of a ventilation passage on an undersurface of a ground sill, which can keep manufacturing costs etc. low by simplifying a structure of the ground sill and the overall thickness of which can become small than ever; and to provide a ventilation device of a building including the packing. SOLUTION: In the building, the ground sill 2 is installed on a building foundation 1; a wall body 5 is installed on the ground sill; and a vent hole 6 for the ventilation of the inside of the wall body is provided in the wall body and the ground sill. The packing 3 under the ground sill is installed between the foundation and ground sill of the building, used to perform underfloor ventilation and ventilation in the wall body, and equipped with a packing body with a predetermined thickness. A plurality of ventilation passages for the underfloor ventilation and a plurality of ventilation passages 14 for introducing the ventilation into the wall body are formed at predetermined intervals within the range of the thickness of the packing body in the longitudinal direction of the packing body; and a line connecting bottom surfaces of the ventilation passages 14 together is positioned lower in the height direction of the thickness of the packing body than a line connecting top surfaces of the ventilation passages for the underfloor ventilation.
