PROBLEM TO BE SOLVED: To objectively evaluate a difference between the communication quality in one communication network and the communication quality in another communication network. SOLUTION: A PESQ value and a delay amount of a first network are measured and a PESQ value and a delay amount of a second network are measured. A value obtained by multiplying the absolute value of a difference between the measured PESQ values by 100 is denoted as X. Furthermore, the absolute value of a difference between the measured delay amounts is denoted as Y. Next, a scatter diagram with the difference of PESQ values on the X axis and the difference of delay amounts on the Y axis is created and intersections of values of X and values of Y are plotted on the scatter diagram. As a difference between the quality in the first network and the quality in the second network becomes smaller, the point is indicated at a position closer to an original (intersection of the X axis and the Y axis).
