PROBLEM TO BE SOLVED: To provide a glass tube heater devised to be able to further improve defrosting efficiency in suppressing rise of surface temperature by adopting a double-tube structure, and a refrigerator using it. SOLUTION: In the glass tube heater which is equipped with a glass tube and a resistance wire housed and arranged in the glass tube, and in which the glass tube has the double tube structure composed of an outside glass tube and an inside glass tube, a coating film higher in emissivity against a far-infrared ray than a constituting material of the glass tube is formed in the inside glass tube. By thermally-welding and sealing both ends of the outside glass tube and the inside glass tube, an annular space is formed in a closed space between the outside glass tube and the inside glass tube, and the coating film is formed on the outer periphery or on the inner periphery of the inside glass tube.
