PROBLEM TO BE SOLVED: To effectively control a slip at joining a starting end with a terminal end of a strip rubber member 31 even if a release fabric 34 is adhered to the outer peripheral surface of a rubber band 30. SOLUTION: An opened area 38 extending in the axial direction is formed in the release fabric 34 adhered to the outer peripheral surface of the rubber band 30, and a rubber surface having a friction coefficient higher than that of the release fabric 34 is exposed in the opened area 38. As a result, by pressing the starting end 31a and the terminal end 31b of the strip rubber member 31 toward the rubber surface exposed in the opened area 38, the slip at joining the starting end with the terminal end is controlled effectively, and deformation, e.g. wrinkling, in the joined part can be controlled easily even if the starting end and the terminal end are joined to each other by moving the starting end 31a and the terminal end 31b in the axial direction while pressing a joining member 35 toward the starting end and the terminal end.
