PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of preventing the occurrence of flaws in an image carrier surface even if the apparatus includes a plurality of cleaning brushes, and to provide a process cartridge for the image forming apparatus. SOLUTION: The image forming apparatus includes: an image carrier 1 having the outermost surface layer including a crosslinking resin formed by crosslinking of a specific charge transporting polyol and isocyanate compound; and the plurality of cleaning brushes 7 to which bias voltage for removing toner remaining on the image carrier surface after toner image transfer is applied. The image forming apparatus controls the elastic power of the image carrier at 45% or higher (preferably, 45% or higher and 60% or lower) by an evaluation method of the image carrier. In the evaluation method, by a load-unloading test using a diamond indenter, the indenter is pushed in and total workload (load process) and workload (unloading process) of elastic deformation are measured under an environmental condition having a temperature of 22°C and a relative humidity of 55%, and the elastic power is determined by equation: (elastic power (%))=(workload of elastic deformation)×100/(total workload).
