PROBLEM TO BE SOLVED: To provide a bubble generation member stably generating further smaller bubbles. SOLUTION: The bubble generation member has a ceramic porous body having a plurality of through-holes formed by communication of pores, and a water-repellent layer or an oil-repellent layer provided on inner surfaces of the plurality of through-holes, respectively. The through-holes have openings located on the outer surfaces of the porous body respectively, and ceramic crystals are exposed among the plurality of openings on the outer surfaces.
