PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor which provides low ESR without using a lead frame having a special shape, and also to provide a method of manufacturing the same. SOLUTION: In capacitor elements, a positive electrode portion 6 is formed on one side of a positive electrode element formed of valve metal and a dielectric film and a solid electrolyte layer which becomes a negative electrode portion are formed on the other side. A solid electrolytic capacitor is formed by sealing the capacitor elements C1, C2, and C3 with an exterior resin 12. The solid electrolytic capacitor is equipped with: a metal electrode drawing member 9 which is connected to the solid electrolyte layer via a conductive paste 8, and which includes carbon on the surface; a negative electrode lead 10 connected to the electrode drawing member 9; and a positive electrode lead 11 connected to the positive electrode portion 6.
