PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method, capable of suppressing the occurrence of blotting and surface staining, even when a processing liquid is not applied. SOLUTION: The image forming apparatus 100 includes: recording heads (21Y, 21M, 21C and 21BK) having a nozzle for discharging a conductive ink where a pigment is dispersed in a solvent containing water; an intermediate transfer drum 10 having a conductive surface capable of forming an ink image; a power supply 30 applying a voltage to between the conductive surface of the intermediate transfer drum 10 and the conductive ink; a transfer roller 40 transferring the ink image formed on the conductive surface of the intermediate transfer drum 10 to a recording paper S; and a cleaning roller 52 cleaning the intermediate transfer drum 10 after the ink image is transferred to the recording paper S.
