PROBLEM TO BE SOLVED: To properly control an SIP port.

SOLUTION: A resource management method previously stores a compound transition state comprising the regulation state of a calling process by a calling process server 1 and the providing state of the service of the SIP port set to a medium gate way 3, and controls the medium gate way 3 on the basis of whether the regulation state of the calling process included in the transition state is on or off and whether the providing state of the service of the SIP port is INS or OUS.
