PROBLEM TO BE SOLVED: To provide an apparatus and method for manufacturing a thermoplastic resin pellet with high yield and high quality. SOLUTION: The apparatus for manufacturing a thermoplastic resin pellet includes: a metallic mesh-like belt conveyor 3 for carrying a strand group obtained by melting a thermoplastic resin and then discharging it from a supply machine; a cooling device 4 for spraying cooling water toward the strand group 7 on the belt conveyor 3; an air blowing device 5 for removing adhered water; and a strand cutter 6 for cutting the strand group 7 carried by the belt conveyor into pellets. The distance (L1) between a discharge portion of the supplying machine and an initial contact position of the strand group 7 with the cooling water is 300-1,200 mm, and the ratio (L2/L3) of the distance (L2) between the discharge portion of the supplying machine and a last contact position of the strand group 7 with the cooling water to the distance (L3) between the discharge portion of the supplying machine and the strand cutter is 0.05-0.4.
