PROBLEM TO BE SOLVED: To provide a method that negotiates call capability between signaling points in a telecommunication system. SOLUTION: The method includes a step of transmitting, in a call control level, a capability selection list or a selection list with priority from an originating signaling point to an end signaling point or a signaling transfer point. If the end signaling point or the signaling transfer point accepts selection content transmitted from the originating signaling point, capability acceptance is returned, in the call control level, from the end signaling point or the signaling transfer point to the originating signaling point.
