<P>PROBLEM TO BE SOLVED: To provide a hair cosmetic giving a good touch during washing away and after finishing, and having practical operability. <P>SOLUTION: The hair cosmetic includes: a phosphoric ester type surfactant; a polyoxyethylene sorbitol fatty acid ester; a polyoxyethylene alkyl ether; polyoxypropylene alkyl ether; a higher alcohol; and water formulated therein. An oxidizing agent may be formulated in the hair cosmetic.
