PROBLEM TO BE SOLVED: To provide a program creation device capable of evaluating performance in a stage prior to program completion, and capable of distributing a target performance value to be given with request specifications to each program block. SOLUTION: This program creation device is provided with: a performance measurement means capable of embedding an instruction to record a performing situation in a resolution source code, and for measuring and evaluating the performing performance of a program; a source code synthesizing means for synthesizing a plurality of resolution source codes in each of which the instruction to record the performing situation has been embedded by the performance measurement means, and for giving it as a performable source code to the performance measurement means based on dependency recorded in a function dependency database to achieve the measurement and evaluation of the performing performance of the program by the performance measurement means; and a performance distribution means for distributing performance constraint by program block units based on the result of evaluation by the performance measurement means and dependency recorded in the function dependency database.
