<p><P>PROBLEM TO BE SOLVED: To improve energy saving performance while obtaining a stable floor surface temperature and performing proper control, in a heat pump type floor heating/cooling device supplying cold water cooled by a heat pump device 30 to a water flow channel 16 of a floor material 18 in a cooling operation, on the other hand, supplying warm water heated by the heat pump device 30 to the water flow channel 16 of the floor material 18 in a heating operation. <P>SOLUTION: The energy saving performance is improved by continuously operating the heat pump device by detecting the floor surface temperature by a radiation thermometer 34 and controlling the heat pump device 30 so that the detection temperature reaches a target temperature. Further, a temperature dispersion heat storage material layer 17 including a latent-heat heat storage material is disposed between a floor heating/cooling panel 7 and a floor finishing material 9 of the floor material 18 to eliminate temperature difference between a region B1 just above a warm/cold water pipe 15 and the other region B2 on a surface of the floor material 18, and to eliminate variation due to measurement regions, of the surface temperature of the floor material 18.
