PROBLEM TO BE SOLVED: To solve a problem that a bit rate after encoding compression cannot be effectively reduced in a network camera device which sends masked image data. SOLUTION: A mask area calculation unit 114 of a network camera 201 acquires an area of a mask region (S406). When the area of the mask region acquired by the mask area calculation unit 114 is a first area, a bit rate control unit 115 decides a bit rate of image data so that a bit rate after the encoding compression of the image data is lower than that in the case of a second area smaller than the first area (S407).
