PROBLEM TO BE SOLVED: To provide a lighting system hindering an observer from recognizing uneven luminance even if the uneven luminance is generated on a light emission face. SOLUTION: Since a light reducing layer 14 is formed on a glass base board 11 in association with a dark area in the glass base board 11, the observer dose not sense the uneven luminance of an EL as to light emitted through the glass base board 11 but feels that the luminance of the light emission area is even. In this way, the observer does not consider that a circumference part is darkened because of its aging but considers that reduction in luminance at the circumference part is intended.
