The device has a movable frame (1) with two upright parts (2a, 2b) connected to upper ends of the frame by an upper crosshead (3) to form a loading frame and to lower ends of the frame by a lower crosshead (4). Parallel horizontal rails (5, 6) are extended from free ends of the lower crosshead. The rails include fixed parts (5a, 6a) connected to the upright parts, and one movable part and another movable part (6b) pivoted with respect to the fixed parts around a vertical axle (9). The fixed parts are connected to the movable parts by articulation units (10).
