<p>The device has a rotary saw (5) acting through slits of steel or aluminum slats of an alternative movement base (2) and cutting threads (6) or straps of a compressed material bale (1). The rotary saw is raised or lowered to regulate its penetration through the slits of the slats. Another rotary saw is integrated in a wall (7) of a hopper while cutting the threads or the straps of the bale laterally. A turner is equipped with caps and supports to uncouple vertical movement from horizontal movement of the slats.</p>
