<p><P>PROBLEM TO BE SOLVED: To enable users to create application programs to be executed on an image forming apparatus, and to increase convenience even for minor application program changes. <P>SOLUTION: An application creation part 19 creates an application program and development specification information for identifying or running it. A transmission/reception part 13 transmits the development specification information to a vendor B via a network 17 to request an official code for installation permitting execution on the image forming apparatus C, and receives an official code from the vendor B created according to the development specification information.
