PROBLEM TO BE SOLVED: To provide a liquid developer, capable of stably suppressing or eliminating foaming and forming high quality images, by controlling a developing solution foams during the operation of taking air into the developing solution, when methylphenyl silicone oil is used for a carrier liquid. SOLUTION: In order for fluorine-containing polysiloxane as a defoaming agent to fully demonstrate a defoaming effect to the methylphenyl silicone oil of the carrier liquid, annular polysiloxane in which fluorine-atom-containing group polysiloxane is slightly dissolved and which indicates solubility to the methylphenyl silicone oil as well is utilized as the diluent of the fluorine-containing polysiloxane.
