<P>PROBLEM TO BE SOLVED: To improve the image quality of a block wherein deterioration easily becomes conspicuous visually. <P>SOLUTION: An orthogonal transformation section 14 divides input image data into a plurality of blocks, performs transform-encoding by unit of a divided block and outputs transformation coefficient data. A quantization scale adjusting section 25 computes a reference value of a quantization scale of the block based on a difference between a target code amount and an actually generated code amount; a feature extracting section 26 computes a feature amount representing easiness of the block making deterioration conspicuous visually and calculates an offset of the quantization scale corresponding to the computed feature amount. A quantization scale adjusting section 27 adjusts the computed reference value of the quantization scale on the basis of the calculated offset of the quantization scale. A quantization section 15 quantizes the transformation coefficient data by unit of a block in accordance with the adjusted reference value of the quantization scale.
