<p><P>PROBLEM TO BE SOLVED: To achieve data transfer using a multi-link system between network paths from the transmission side to the reception side, in a second-layer network. <P>SOLUTION: A transmission-frame controller 212 analyzes header information or the like of transmission frames so as to change a transmission-source MAC address, a destination MAC address, and a VLAN ID according to control policies whose input conditions match each other. As a result, it becomes possible to achieve the link aggregation about a single Conversation.
