PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing an information display panel configured to remove particles stuck to the rear surface of a mask in a particle filling step during the manufacturing of the information display panel. SOLUTION: The apparatus 10 for manufacturing an information display panel is provided, the panel which displays information by disposing a display medium configured as a particle group including electrically drivable particles in a cell surrounded with a partition wall between two substrates facing each other, at least one of which is transparent. The apparatus 10 is equipped with: a particle filling mask 11 having an opening used for filling the cell with particles; a particle moving member for moving particles placed on the mask to fill the cell with the particles via the opening; and a particle cleaning means 20 which is elastically stuck to the rear surface of the mask 11 and when moving away from the rear surface, causes the particles 3 stuck to the rear surface to transfer to the surface of the particle cleaning means 20, thereby removing the particles from the rear surface.
