PROBLEM TO BE SOLVED: To provide a battery voltage monitoring device capable of suppressing voltage drop caused by a filter circuit at discharging of a battery cell. SOLUTION: Between a battery cell 11 and a battery monitoring circuit 30, a bypass part 22 is provided which connects the battery cell 11 to the battery monitoring circuit 30 with no intervention of a noise filter circuit 21 at equalizing discharge of the battery cell 11. The bypass part 22 includes a bypass wiring 23 and a diode element 24. At the equalizing discharge of the battery cell 11, a discharge current flows a route which returns to a negative electrode of the battery cell 11 from a positive electrode of the battery cell 11 by way of the bypass wiring 23, a transistor 33 of an equalizing discharge circuit 32, and the diode element 24. Since, the discharge current flows through the bypass 22 with no intervention of the noise filter circuit 21, a voltage drop which is caused when the discharge current flows the noise filter circuit 21 can be suppressed.
