PROBLEM TO BE SOLVED: To suppress that a driver travels a vehicle anywhere, without being limited to vehicle functions. SOLUTION: A navigation unit 2 normally sets an initial setting value V<SB>0</SB>to a speed limiter of the vehicle; and when it is discriminated that a vehicle position is positioned inside a speed limit release area, releases a speed limit by controlling an engine control unit 3. As a result, since the speed limit is released only when the vehicle is positioned inside the speed limit release area, the driver is restrained from making the vehicle travel anywhere, without being subjected to speed limit.
