PROBLEM TO BE SOLVED: To provide an ORV including a lower header of a double pipe structure and capable of stabilizing an operation by suppressing fluctuation of a delivery flow rate of NG. SOLUTION: In this ORV, a plurality of fin tubes 2 are arranged in a panel shape, an upper header 4 and the lower header 5 are respectively connected to upper and lower ends of the fin tubes, LNG supplied to the lower header 5 is introduced into the fin tubes 2 and vaporized, and NG is sent out from the upper header 4. The lower header 5 is constituted of an outer pipe 9 to which the lower ends of the fin tubes 2 are jointed and which is closed at both ends, and a sparger pipe 10 which is extended into the outer pipe 9, and closed by a closing plate 12 at its terminal end, and to which LNG is supplied from its starting end. The sparger pipe 10 is provided with LNG spreading holes 16 at its lower section and degassing holes 17 at its upper section, and is supported in the outer pipe 9 by a ring plate 19 disposed between joining sections of the outer pipe 9 and the fin tubes 2.
