PROBLEM TO BE SOLVED: To provide a bag making and filling apparatus for manufacturing a packaging bag in which the amount of filling of a replacement gas is appropriate and is not excessively expanded. SOLUTION: On the downstream side of horizontal sealing means 29, pressing means 44 for pressing a packaging material is provided, and after filling an article J to be filled into the packaging material S formed to have a bottomed cylindrical body by forming a vertical sealing part and a bottom sealing part and replacing the gas, under a condition that the replacement gas in the packaging material S is vented and reduced from a bag opening of the packaging material S by pressing the packaging material S by the pressing means 44, a top sealing part is formed and sealed on the bag opening by horizontal sealing means 29 to complete bag making.
