<p><P>PROBLEM TO BE SOLVED: To provide a cushioning body for packaging, which improves impact absorption, recyclability, economical efficiency, reliability, and the like, and to provide a packaging box. <P>SOLUTION: The cushioning body 1 for packaging includes a base plate 2 composed of a foamed sheet, and a side plate 3 composed of the foamed sheet and standing on the base plate 2 in a # shape. A hole 311 is formed in the middle step part of the crossing first side plate 31. Cuts 321 are formed at the upper and lower ends of the crossing second side plate 32 respectively. The end of the second side plate 32 is inserted into the hole 311 of the first side plate 31.
