PROBLEM TO BE SOLVED: To provide a pneumatic tire and a method of manufacturing the same, for reducing generation of a columnar resonance sound caused by a circumferential directional groove of a tread. SOLUTION: The pneumatic tire has a tread circumferential groove 17 opening in a tread 11a and continuing in the tire circumferential direction in a tread part 11, and has hairy fiber 19 rising from a surface of a groove surface 18 in at least a part of the groove surface 18 of the tread circumferential groove 17. The hairy fiber 19 is installed on the groove surface 18 via a fiber installing layer 20 arranged on the surface of the groove surface 18, and the fiber installing layer 20 is composed of a surface treatment layer for performing surface treatment of the groove surface 18 and an adhesive layer for adhering the hairy fiber 19 to the groove surface 18.
