<p><P>PROBLEM TO BE SOLVED: To provide a communication device for providing a communication terminal with information based on line situations in order that the communication terminal transmits packets corresponding to the situations of a communication network without interrupting the operation of a router. <P>SOLUTION: A test packet transmission means 21 transmits a test packet for checking the congestion situation of the communication network 30. A situation determination means 22 receives a packet transmitted in response to the test packet transmitted by the test packet transmission means 21 and determines the congestion situation of the communication network 30.
