PROBLEM TO BE SOLVED: To form a circular hole of a tank formed of a synthetic resin not only preventing the remaining of chips and the like but also preventing the breakage of a blade and the deformation of the tank. SOLUTION: The tank boring device 1 is constituted of a blade unit 10, a blade lifting device 20, a blade rotating device 30, a scrap treating device 40, a horizontal moving device 50, and a control device 60. A rotary shaft 15 of the blade unit 10 is constituted of a hollow pipe, and its upper end is connected to the horizontal moving device 50. In the blade unit 10, a blade edge 11a of the ripping blade 11 is further protruded relative to a blade edge 12a of the cutting blade 12. When a material is ripped by the ripping blade 11, the ripping is progressed by the cutting of the cutting blade 12 at the inside of an enclosed part, and scraps generated after penetration are adsorbed and recovered by negative pressure and discharged by switching the pressure to positive pressure.
