<p>Disclosed are a communication system, control device and base station device which allow the PCI of a base station device to be changed without creating a hole in coverage. A communication system (101) comprises a base station device (103) and base station devices (105) adjacent thereto. The communication system is provided with a transmission control power unit (107) which, when the identification number of the base station device (103) changes, issues an instruction to increase transmission power to the adjacent base station devices (105) before the identification number of the base station device (103) is changed, such that the transmission area of the adjacent base station devices (105) covers the transmission area of the base station device (103), and the adjacent base station devices (105) increase their own transmission power in response to the instruction to increase transmission power.</p> |
