<P>PROBLEM TO BE SOLVED: To provide a method for coding and decoding, which enables a fragmented structure to be embedded or integrated in an enhanced manner. <P>SOLUTION: Coding is performed in a block-based manner, a block structure is divided from one block to a plurality of partial blocks and at the same time, in a part, the partial blocks are sequentially divided into fragmented sub-blocks. A first visible quality is generated by coding a second block structure and an additional texture resolution level, and a second visible quality is generated by correcting the modified second block structure and the used texture resolution level and coding an additional texture resolution level.
