<p><P>PROBLEM TO BE SOLVED: To provide a sea area controlling structure which obtains a desired breakwater performance and improves a view above the water surface while suppressing an increased cost. <P>SOLUTION: The sea area controlling structure 1 includes; a box-shaped block 2 of rectangular solid placed in the sea with its interior hollow and its upper and lower portions opened; a permeable slit 7 provided on the land-side wall 5 and offshore-side wall 6 of the box-shaped block 2; and a top end 3 continued from the upper face of the box-shaped block 2 and projecting from the average sea level.
