PROBLEM TO BE SOLVED: To provide a protection circuit that prevents damage to a heating element in response to wide variations in battery voltage and cuts off a battery charge and discharge path. SOLUTION: The protection circuit includes fuses 31a, 31b serially connected on a charging and discharging current path between a battery 10 and a charge and discharge control circuit 20 and a heat generating unit 32 in which resistors 32a, 32b are connected in series. One of two ends not connected with the other resistor, of the ends of the resistors 32a, 32b is connected onto a current path of the fuses 31a, 31b. Each end, not connected with the fuses 31a, 31b, of the resistors 32a, 32b is formed with each terminal unit 33a, 33b selected according to a variation band of a voltage value of the battery 10 and connected with a current control element 50 for controlling a current flowing in the heat generating unit 32.
