PROBLEM TO BE SOLVED: To provide a decorative member formed by encapsulating a metal of a different material in a resin, and a method of manufacturing the same. SOLUTION: This method of manufacturing this decorative member includes steps of: applying a lipophilic group formation liquid to a metal solid to form a lipophilic group on a surface of the metal solid by drying the metal solid; overheating and softening a resin plate formed of a resin having optical transparency; and pushing the metal solid into the resin solid. The decorative member includes the metal plate formed with the lipophilic group on a surface, and the resin plate including the metal plate and formed of the resin having optical transparency.
