PROBLEM TO BE SOLVED: To provide a capacitor for improving heat-resistant properties where a characteristic change as a capacitor is small even after going through a high-temperature processing process, and to provide a method of manufacturing the capacitor. SOLUTION: The capacitor includes: a positive electrode made of a porous body of a valve metal; a dielectric layer formed by oxidation of a surface of the positive electrode; and a solid electrolyte layer formed on the surface of the dielectric layer. In the capacitor, the solid electrolyte layer includes a conductive polymer converted to cations (a), polymer anion salt (b), or polymer anion salt (b) and anion salt (c), a conductivity enhancer (d), and an aliphatic compound (e) having a melt point of not less than 40°C and not more than 280°C and including not lower than four hydroxyl groups within a molecule. The solid electrolyte layer includes not less than 50 pts.mass of an aliphatic compound (e) based on 100 pts.mass of the total of a conductive polymer (a) and polymer anion salt (b), or the conductive polymer (a), the polymer anion salt (b), and anion salt (c).
