The disclosed filter coefficient encoding device, which encodes the difference between each filter coefficient of an object filter acting on an object image and predicted values for said filter coefficients, is provided with a predicted filter coefficient derivation unit (143') that generates the abovementioned predicted values by means of multiplying weighting factors with filter coefficients corresponding to a reference filter acting on a reference image; and the predicted filter coefficient derivation unit (143') sets the value of each weighting factor in a manner so that: the absolute value of the difference between a predetermined value and the sum of the predicted values of each filter coefficient of the abovementioned object filter, and the absolute value of the difference between the sum of the predicted values of each filter coefficient of the abovementioned object filter and the sum of each filter coefficient of the abovementioned reference filter are no greater than a predetermined threshold.
